What is the (care) need or challenge that necessitates the use of an intervention? First, clearly map out the objective of the intended intervention before starting a value assessment study. Identify which stakeholders need to be involved to further define the objective. Defining the scope of the problem is a continuous process; by doing so, the problem definition is progressively refined and sharpened.
Examine the care challenge
Start with a thorough examination of the (care) need or challenge. Reflect on the purpose of the proposed approach and what it is expected to achieve. The potential use of digital or hybrid care should therefore begin with a number of key questions: what is the organisation’s vision on care and on the use of digital solutions? What underlying need is being addressed and which challenge is the intervention intended to resolve?
It may also emerge that the most appropriate solution is not technological. By engaging in dialogue with clients, relatives, healthcare professionals, and other relevant stakeholders, you actively seek to understand their perspectives. This helps to build a clear picture of the current situation and leads to a more accurate understanding of people’s needs.
Make the problem definition concrete
It is important to summarise the insights gathered and decide together which problem to take forward. Which problem do you want to address? Who experiences this problem? What does the problem consist of? What are the questions and needs to be met?
Describe the problem as clearly and concretely as possible. The more concrete the problem definition, the better you can determine which information is relevant to collect in the next steps.
After clarifying the problem, continue by mapping the situation in which the intervention will be used. In some cases, this may mean that the problem definition needs to be revised several times. This will be helpful for the following steps in the research.
